The elevated sidewalk theory has some plausibility, but I've never seen any photos of Washington from way back then, so I can't say one way or the other. 

FWIW, here's a shot of the approximate corner location today:

Wondering how Google got that RiverView shot?  Here's a clue:

@jim-frame when I worked for that City over there I crossed the tracks on foot on the left side of the aerial photo in front of a locomotive, the engineer gave me a long blast of the whistle. I was young and dumb.
