Old insturment ca. 1925. What is it exactly?

From my friend Dave Ingram who knows a lot about old instruments:
??The octagonal piece looks like a “surveyor’s cross” – used to measure angles in 45 & 90 degree increments.
It may or may not belong with the item in the other two pictures which I believe is a military device – specifically used by the artillery to aim the guns.?Could be the top-secret gonculator that was the subject of some excitement on “Hogan’s Heros”.

in Europe we??re used to gons instead of ?ø so you got me thinking about an early gon2?ø converter.
will google that famous hero now, not sure if I met him before ????
